One would think that the differences arising in those
meetings would reflect these two groups, being usually developed and developing countries’ interests
and needs different, but the truth was that arguments stopping the G20 from taking binding decisions
arose withing those former alliances, with developed countries fighting with each other and lining up
with developing countries, or vice versa, according to the issue at stake

At first, G20 was seen as a huge progress in world
politics for its enlarged participation of countries, which meant improved representation of the world
population

As mentioned above, G20 improved the
awareness of the need for fiscal stimulus as a countermeasure for the crisis and of the dangers of
economic imbalances, but still failed to achieve binding regulations for these matters, given all the
contrasts within this discussion-forum

In this case European countries should line up with the USA in prevention of being
overpowered and G20 is seen as a tool to balance those new powers, however this theory has been
invalidated since it ignores both differences that Western States possess withing themselves and the
democratic characteristic and openness of some emerging countries

Both
neorealist and institutionalist approaches therefore fail to understand the G20 dynamics, as they
predicted divergences between developed AND developing countries, and not divergences within
them

This is when
and where the Societal Approach originated, for the commitment of governments to be responsive to
societal demands, whether they come from specific lobbies’ pressures or from the general population
of the State, both influenced by a combination of material reasons and personal beliefs, that is why
governments try to avoid global governance initiatives that go against domestic institutions

To conclude, the Societal Approach can
be summed up in three line of actions:
1) Different societal ideas and interests between States lead to diverging positions on global
governance, despite the path-dependent tendencies usually applied in global contexts

3) Interests will dominate also in cost-benefit matters involving competition at the international
level, however if the matter concerns fundamental questions about the challenge between
politics and economy, then ideas will prevail because of the correlation to collective
expectations about appropriate governmental behaviours
